Rewrite the "Permissive AI Policy" section to hopefully be more clear (#1237)

### Description of Changes

This PR rewrites the "Permissive AI Policy" section because I previously misunderstood what the badge was for, so I'd like to rephrase it in a way that is more clear. Hopefully y'all agree that this is more clear in how it is phrased. If not, then I apologize.
