Change repo name and note that we're going to be doing quite a few more changes (#1840)

### Description of Changes

We still have a lot of work to do in #1782 and future issues, but this does the initial rename of the top header and lets people know that we're going to be in a sort of "under construction" phase for a minute while we work out terminology and formatting.
