Puts the repo in vacation mode for a couple of weeks as per #876 <3

We will remain in vacation mode until the 3rd of August 2026. During that time, Issues and Pull Requests will be completely disabled. No existing Issues or Pull Requests will be lost. When we're out of vacation mode, we'll re-enable both Issues and Pull Requests. Please go do something good for your mental health :)
