Add Compatibility Tools Managers category and add ProtonPlus as tainted (#1177)

### Description of Changes

This PR adds a new subcategory "Compatibility Tools Managers" under "Gaming" and adds ProtonPlus as tainted

On adding ProtonUp-Qt as an alternative: I briefly saw that the maintainer have used OpenCode with GitHub Copilot in one of their PRs and the repo contains no clear policy on using LLMs.
